OLD LYME ZONING COMMISSION
MINUTES OF SPECIAL MEETING
Monday, July 23, 2007


The Old Lyme Zoning Commission held a Special Meeting on Monday, July 23, 2007 at 7:00 p.m. at the Church of Christ the King Parish Center.  Members present were Tom Risom (Acting Chairman), Jane Marsh (Secretary), Jane Cable and John Johnson (arrived at 7:45 p.m).

1.      Convene Meeting; announcement of voting alternates.

Acting Chairman Risom called the meeting to order at 7:10 p.m.

2.      Regulation Rewrite

Memorandum dated April 18, 2007

Section 3, Definitions:

The Commission asks that the definition of farm allow a commercial greenhouse involving retail sales by right.  A commercial greenhouse involving retail sales under 400 square feet should be allowed as a home occupation and a commercial greenhouse involving retail sales over 400 square feet should be allowed by special permit, but not requiring an A-2 Survey.

Commercial Livery and Boarding Stables of 6 horses or less shall be allowed, as should riding academies of any size; the boarding of more than 6 horses would require a Special permit and the provisions of Section 11.17 would apply.

11.17.1 – Change parcel size to 5 acres.

11.17.2 – Remove the word “paddock” and “or exercise” from the second sentence.  The distance for structures for overnight occupancy, etc., shall be 75’ from any Lot line.  Remove the last sentence.

11.17.5 – At the end of the second sentence add, excluding hay.

Section 8.2.3 – 50 percent.

The Commission will discuss Section 8, Bulk, and Section 13, Site Development Plan and Special Permit, at their next Regulation Rewrite Meeting.  

3.      Adjourn

A motion was made by Jane Cable, seconded by Steve Ames and voted unanimously to adjourn at 9:35 p.m.
